Promotion to the lowest playable league, how does it work?

I'm currently playing with RUFC Calais in the Championnat National B which is the 4th tier of the french league system. I had my reserve team in the 5th tier (which is the lowest playable league that I have in my save atm) last season but they got relegated.

Does anyone know if they will ever return to the 5th tier. In general, how does the promoting process work to the lowest playable league?
