Public/Private Transfer Offers

First off, my bad if there's already a thread on this, I have searched,

My point is, what's the difference in game?
Say a team makes an offer for one of your players and you change the option to public and change the offer, what happens?

Other teams will know and bid , make offers for your players public always as you might get more money
