Question about PA value

Hi to all,

a very simple question: the PA attribute of every real life player (as Sneijder, Pogba, etc) can change thru the seasons whitout editing? or it's kinda fixed?

I mean... If in an Online game where I'm not the host I see one of those players having 200 in potential attribute looking at FM Genie Scout, I must assume that someone is cheating or it is effectively possible by the game engine?

It can never, ever increase, once it's there, it's fixed. I think it can drop through some injuries though.
