When Creating brand new nation league rules...Do you have to enter every transfer window

EG...

July - Sept 2009
Jan - Feb 2010
July - Sept 2010
Jan - Feb 2011 etc. etc.

Or can you just enter

July - Sept 2009
Jan - Feb 2010

and the rest will follow suit? if you get me?
