Random question regarding player potential.

I've been using the FM09 editor (the most downloaded one). I only use it to check player potential and see who is at their peak and who won't improve much/a lot. And what I've noticed is that quite a few players have a current rating of say 59.35% but their potential rating is around 85.65% or something like that.
Yet when they are scouted by my scouts with great ratings I get told they will never be any good. Would they become good?

That normally means that they just won't be able to reach their potential, maybe due to the quality of training at their club. Otherwise it migt just mean that your scouts are wrong.

Never believe your scouts. Go for what you think is right.
