When I "approach to sign" a regen, at the bottom it says :

"Bolton must be compensated with £3,000,000, possibly rising to £8,000,000"

First, does this money come from the Balance or Transfer Budget?

Second, why does the price possibly rise to a higher amount, what clause is enabled?

Don't know about the first part of the question, but about the clauses it's probably 10 appearances for your team or first International cap
 
Instead of approachin just make an offer. Because if you approach and sign then you have to give them %20 of next sale or something. And eventually you pay total of 8m£ but if you make an offer you can always sign him for less amount of money. At most 10m£ but then you dont give them %20 of next sale.
