Regen not getting his HG status

I have this regen who is great but i have problem, he's 17 and already 3y in club but he won't get HG status. and i have bunch of regens just like him 3y between 15-21 in club but no HG status. can someone tell me where is the catch and how to fix it?

You may have to wait for the 4th year, or did you loan them out abroad? Also dude, wrong section, but who cares? :p

Well, if he is 17, then he has not been in the club for the whole of 3 years between the age of 15-21.
