Regens and scout reports

Just come to the end of my first season with man city and instead of trying to scout players either by using the scouts or looking myself i decided to give the genie scout a go, its someting ive never used before but when i found a young regen winger with potential 199 (same as messi) i got a bit excited, i then scouted him and it said only 2.5 star potential, what is more likely to be a reliable indicator?

PA is always more reliable, the 2,5 starts are probably given cause he is in a ****** club whit bad training facilities...
