Region-based players

Last night, there was a discussion on twitter about each US state's top XI. It got me thining I could go to FM, and hit the "players from region" button that allowed Bilbao to only have Basque players, and Chivas only have Mexican players.

The issue is, that button doesn't exist from what I can tell. Making the teams and leagues woudn't be that hard, but once players start moving the whole thing would be a waste. Is there any setting I can hit to make this happen?

What if I did a transfer embargo from before the save, to like, 100 years down the line. Only youth players could be signed correct?
