Register players for Premier League

I just started a new Man City game, got some new faces and did my team registration for the Premier League.
Now with still some money to spend, I would like to get in some loans for additional back up.
Will I be able to do another registration? At the end of the transfer-season maybe?
Or will I have to loan U21 players? (because they don't need any registration)
