richest team not in the top leagues? (highest transfer budget)

i've searched for it but sorry if there already is a thread about this but who are the top 10 richest clubs in tearms of transfer money that are not in the top leagues in Europe e.g English Premier League, Liga BBVA, Lique 1, Serie A or bundesliga ?
last year Red Bull Salzburg had £10 million but now they have a very low budget

Zenit? Cant remember how much but it was a fair amount. Not really a top top league either. way over 10 mil.

yes shakhtar..after 1 season i played i get news that shakhtar bought several star player..like neymar (17.25 million pound)..
