Saved budget up help

Hi guys I have saved my budget up with man utd to rebuild in second season I am currently looking to buy an amc to play as an advanced playmaker on attack duty. I have narrowed it down to 2 players both of whom are Colombians. First one is James Rodriguez and second one is juan Fernando Quintero both play there and both have awesome stats for that position also both around same age. Now I have never signed either of these but obviously Rodriguez is the big name so he will cost me 39 million plus rvp who missed all of first season with a broken leg so isn't worth that much and doesn't really feature in my plans. Quintero on the other hand will only cost me 19 million. Question is who to sign have any of you guys bought any of these two or both and do they perform
