scout attributes

Hey guys, I was wondering if anyone knew if there's a minimum threshold for the 'current ability' and 'potential ability' stats where the scout report will then always be virtually 100% correct. e.g. if both are at least 16? if not, then for most reports to be as accurate as possible what do you all recommend the min JCA and JPA to be?

Not even at 20/20 is a scout 100% correct, so just try and get as good a scout as you can.

For a scout to be as accurate as possible, he'd need 20/20.

20/20 hindsight?
even 20/20 PA/CA coaches change their view on players during the game. trust the stats and not the stars so much.
