Scout - tracking players on loan

Just wondering if there is any specific attributes a scout should have for this role apart from CA/PA?
 
A knowledge of the country where the players in on loan at too (Or a high adaptability, but this won't be useful unless it is a long-term loan!)
 
Thats ok then as the clubs are in the same country anyway. I was wondering if maybe working with youngsters would be useful to have as its mainly youth i'm sending out but i suppose thats only important with training.

As you said, that is more for coaches/physios because the scouts won't actually be interacting with the players, just watching them and reporting back to you :)
