scouting attributes v reputation?

with this i have found scouts with judging pa and ca as well as deterimation and adaptability all 17+ with reputation as local
yet found world class reputations with lower stats?? what matters more?

Stats and Knowledge.

Often i'll only sign one scout with the highest scouting stats i can find, or get to sign for my club, but thats all you really need.

After that it's their country knowledge, get the broadest range you can, then set them assignments whenever you can to further the knowledge, will further help with finding those hidden gems
