why cant i get more appropriate scouting reports? every player is either .5 a star 1 star or 1.5 some 2

1) There is no problem really.
2) You are getting reports of ".5 a star 1 star or 1.5 some 2" because thats how many stars the players actually are!
3) For older players (over 22/3 yo) you should forget about the stars altogether and look at the individual stats.

but in another save they are 4.5 ish? is it because i have a very very good player who is way better, and they pale in comparision to him?

The star system is relative. When your players are way better than the player you're scouting (PA/CA wise and position learned %) They will get a low rating resulting into less stars.
