I generally just search for JPA & JPP, and then determination...may be wrong but that's what i generally do...
 
this ^^^ and then go for preferably continental/world class reps

How do you search for JPP and JPA and what do they mean anyway?
 
jpp - judging player potential and jpa - judging player ability !!
 
It's in a staff's attributes, on the right column (Mental Attributes) and there is Judging Player Potential and Judging Player Ability.
Just look for the best, like 20 in both which would give you a nice approximation of the player you are scouting.
