Sell or loan to domestic clubs only?

I'm playing with Ajax and I want to improve the reputation of the league and quality of the other clubs so is it possible to set my transfer policy to only sell or loan to Dutch teams? I want to sell them some of my regens and also send some on loan making sure they retain homegrown status.

I would say that only in a scenario where you use cheating tools ( like FMScout) to bring in 10 wonderkids every season with the aim to sell them cheap to your domestic rivals, will it have an effect on a long, long term basis.
