Sending players to get a work permit from feeder clubs

How the heck do you do this? :/ I've tried to sign 3 or 4 talented South Americans but can't figure out how to send them to my Croatian feeder club. I can't see the option to do that anywhere, I just get the message "blah blah blahs work permit has been denied. Appeal/Don't appeal" No option to send him to Croatia. Anyone know what I'm meant to do?

Go ahead with the appeal, if you are unsuccessful in getting them a work permit then it will say you can still sign them but you must loan them out (or something similar). But each time you have to appeal first.

You may not get them on the first appeal but keep trying eventually the transfer will be agreed and you can send the player on loan.

I'm confused. After they reject my appeal the transfer just gets canceled. How are you guys getting the option to put the player on loan?

Same happened to me :( Seems a bit of a flawed system... you should just have the option to send on loan when you offer the contract or something.
