Serie A non EU rule

Hello. I started with Juventus and they already bought Costa and Betancur as their 2 non EU players for the first season transfer window. Is there a chance to sign more non EU players without selling / loaning existing non EU players from my squad? Can I only buy them without registering them or buy them and loan them to other clubs?
