however, I haven't brought the best out of Mateo Kovacic yet. I play him as roaming playmaker, and I want him to play as Cesc Fabregas is doing for Chelsea at the moment. And clearly there's some distance here. Any suggestions?

Kovacic is 7 years younger than Fabregas, his mental stats will only improve before physical stats start to deteriorate. Not sure if he has the natural aggression required although his determination is awesome. Noticed he's withdrawn from international squad - few better ways (bit old to coach) to gain experience.
