Yes, you should. Some opponents will get away from your players, so you need to mark them and close them down out of the game. Instead of assigning a specific player to him, you can use opposition instructions, so that that duty is equally shared amongst all your players, otherwise there is a possibility of them dragging your defence around...

OI over rules PI and PI over rules TI, this is the important thing to know. If you set a TI of Hassle Opponents you do NOT need a closing down always OI, you'll just have to remember that with the TI, ALL your players will Hassle. Is this what you want ? If you want just some of your players to Hassle, then you don't use TI but instead you use PI.
