Signing of the Season!!

I'm Manchester City and I just finished a season and on the season review the signing of the season was Jan Vertonghen, who signed for Man Utd for 9.5 million. Vertonghen played 29 match with an average rating of 7.26 but luis suarez, who signed for chelsea was the top goal scorer with an average rating of 8.77,

I dont get it? Why does Vertonghen get signing of the season
