Signing players for P/L Rotherham

Hi
Currently playing as Rotherham and am in my 3rd Season in the P/L
First Season just avoided relegation
Second Season finished 8th or 9th but managed to win the FA cup with an easy run in, beating Westham in the final
Currently my team consists of

Regen keeper called Zeze
Scott Dann and Johnson (cant remember his first name PA/CA of around 145)
Right and left back i have some regens (arnt great tbh but all i can get)
In mid i have retrained Jano and have recently bought fabian delph
AML i have Asulin and AMR is have Oscar
Then up front i have a weak Sturridge (wont reach his PA and is stuck on 148) and vintinho (who is probs my best player) i have also just got Yaya sanago all my strikers i picked up on a free.

I need some help making my team a bit stronger since i have a low rep no one wants to come, have 19mil transfer budget and am looking for players with a CA of over 160? maybe lol
