Signing players from chairman's own nation?

Hello. I'm a big fan of FM2014, and I have been playing Hull City for over two virtual years now.
Hull City has a policy of signing players from Chairman's own nations - which, in this case, is Egypt.

During the past year I only made one signing from Egypt, which got the chairman apparently disappointed and thus negatively affected the board's confidence.
Thus, this year, I took a step forward as I signed not one, not two, but FIVE Egyptian players in the hopes that the chairman would be pleased - out of the five, three are virtually unnecessary signings (I DID, however, manage to snag Salah, and so hurray for that!)

Yet the confidence level is ever so low as the board expresses deep disappointment at my "lack of signings from Egypt".

Am I doing something wrong - or is this a technical bug?

I can't imagine there are many clubs which have this philosophy so I don't think SI will have spent too much time on it (although Miles Jacobson is a Watford fan, and I'd expect them to have it!). It does seem ridiculous that after having signed five Egyptians the board are still disappointed, therefore this looks like a bug and you should flag it up on the official SI forums to see what they have to say. Reminds me of some film I once watched where virtually the whole American ice hockey team is comprised of players from on club!
