Signings and Work Permit

I have tried signing some of the cheap 10-100k players from Africa and South America but each time I try to do so, the work permit get's turned down. Is there any way of getting around this and does anybody find that any players from other leagues have the same issue when you try to add them to your team? Thanks
 
The work permit rules in England (which I presume you're managing in) are very strict.

You have 2 options:
1. Get a feeder club in Belgium. Once you have the feeder club you will be able to sign a player without a work permit, but you'll have to send them to your feeder for 3 years to gain EU citizenship.

2. Wait for the player in question to get good. He'll play a few games for his national team and you'll be able to sign him based on England's work permit rules.
