I don't recall the names right now and if you have a large DB and are running some South American leagues, you have some options there. Ecuador has some pretty decent players that can be bought for a pittance. You can get Eredivisie players for under 1m. Colombians aren't quite as inexpensive but still quite reasonable.

Serbia. Check out the entire U21 and U19 Serbian National Team. Quite a few have real potential and some of them won't be too expensive.

You can, but not standout ones. Players who are above level for Eredivisie are almost all gonna cost more than 1m, and the most promising Dutch players will as well. The likes of Jerry St Juste or Bart Ramselaar are going to cost more than that.

Whats your ide with feyer? us young player for a season or 2, and the sell and get a new in? if the deal is to sell a player after 1-2 years, you can use the model with small amout op front, and a lot after 50 games.

Yes thats the plan, only if they are really great i would keep them. Can i buy 1 great player for like 3 mil and loan player?
