Spend the money or develop the players?

Ok, I have a dilemma. I'm streaking ahead at the top of the league with Marseille and I have a bunch of interesting young players who get some game time. The board have just given me a transfer fund boost up to £22million and the winter transfer window is looming. Several of the young players - and many of the current squad - are rated up to 3.5 stars. I could spend the money on a player who has a 4-star potential. Question is, should I? Or should I stick with what I've got?
