Squad Size

I have used the data editor to create a new league and I ticked the box that said max squad size 25 players however in the game, teams are buying and using more the 25 players.

Is there something I have missed out to stop this from happening?

as far as i know, they can buy as many players as they want but only 25 can be selected to play in the league, like what happens in the champions league
