After a few attempts I have finally created a successful strikerless tactic and it worked wonders for my Fulham team in my 1st season in the top flight. My first tactic upload to this forum if I'm correct.

Player instructions
GK - Distribute to full backs - Take short kicks
RB/LB - Shoot Less Often - Close Down More - More Risky Passes
CB - Shoot Less Often - Dribble Less - Close Down Less - Tackle Harder
DM - Shoot Less Often - Tackle Harder - Fewer Risky Passes
MCR/L - Close Down More - Tackle Harder
MC - Shoot Less Often
AMCL/R - Roam From Position
I let the *** man do the OI's and general training but I handle the player role training as well as the PPM's. The two MC's on each side are trained to be BBM's as I want them to be able to contribute to both defending and attacking without being listed as a BBM.
During pre season the main focus is on tactics.
Finally I want to share a screenshot of my star player this season, what a player he has been for me.
