Stadium expansion capacity

What determines the expansion capacity of stadiums? Is it just the starting size?

And how difficult is it to get the board to build a new stadium?

afaik expansion capacity is based on clubs reputation, population of where your club is, and some stadiums have a max expansion capacity set in the editor.

Yeah, quite a lot of stadiums have max expansion set in the editor, as said above..

I'm not sure how hard it is to get your board to agree to a new stadium but if you're selling it out every week and they can't expand it then they will probably be happy to build a new one.. Well, if you're doing well financially of course.
