Stadium stuck in ‘planning permission’

In my save the club had already started the process of building a new stadium when I started, and were already at ‘planning permission ‘ however fast forward 15 /16 months And it hasn’t moved along. Does anyone know of a way to fix this or had this issue before? Does it resolve its self?
When you search the editor it says stadium nice 2023 no later than 2026 I think. Still a bit annoying as the club can’t grow commercially without a good stadium. Thanks in advance

I have also encounter such issues with building new stadium. They have postpone for a few years with building a new stadium due to permits issues etc. But they will build it eventually.
