renatinho from vitoria in brasil is quality scout (u might have to load all players from brasil though)
caio mello (he looks average at best but im two seasons in with man utd with him as assistant manager and hes a world class assistant)
basically every single man utd youth coach is quality and if you offer them a full coach role rather than just youth coach they will usually come to any prem or championship team. mark dempsey, paul mcguinnes, eamon mulvey and john cooke are the best.
if you are a smaller club then kettering towns assistnat manager is a very very good scout, providing you can get him to leave
