Staff wage maximum diffrent from person to person?!

I found something annoying me...
Well i wanna sign a assistant manager and theres a guy(1) i wanna sign due to his nice attributes but i can only offer 3500 but he wants 6500 while i for another guy(2) can offer 11000 for a assistant manager job why is that???

I think it is a matter of their reputation.. For the best coaches they can allow slightly more..

I believe this is the case. I think Genie scout gives the exact reputation figures.
