Steam wont update

I dont understand a thing right now. Dosen`t steam suppose to update the latest patch automaticly? Because I think I have tried everthing, but the update still dosent show up in-game. What to I do?

When you start a new game, it says 13.0.0. this is not the game version but as the title in that box says, its the DATABAS.
