Stop Head of Youth offering contracts

Hiya. I keep having bids for a 19 year old accepted, however 'in line with his responsibilities' my Head of Youth Development keeps offering the contract, but the player keeps rejecting it. How do I make it so I'm the one offering the contract? Thanks
