Stopper/Cover Partnership

I'll soon be in my 5th season with Plymouth in the premiership, my two cb's are 3* and not doing an amazing job.

Any recommendations on a defensive partnership that would be roughly around 7.5m-8M to be spent on each CB.

cant remember off the top of my head how much he is but mario fernandes is fantastic as a cover in my man city save, doubles up as a good full back support or attack as well.

About like 90% of all those names are perfect apart from none of them, according to my scouts, would be interested in my club.
I'll keep an eye on them still.
