But once i download the tactic, what do i do after that.. it opens a pdf doucment? help please

Put it in the tactics folder, dont try to open it.

You don't even have to put it in some specific folder, Just put it where ever you like and go to manage tactics - Import choose the tactic file where ever you put it and press select and then it appears on the tactic's list.
