I thought about testing some custom tactics but there are alot to choose from so I may try and make a database so everybody can test there own tactics.

would it be possible in a normal game to set that every manager use the 3-4-3 tactic for example? what would you have to edit? preferred formation in each club as well as manager's preferred formation?

you could but the worst performing managers would get sacked and the new managers would use a different formation.
