what tactic do you use for games at a neutral venue with the two white europe tactics

The venue is irrelevant, use home if you are the stronger team, away in tighter games.

This is going great for my in my New York save. change the midfield into a 3 (pushed on cb into an anchor) and the roles of the other two.

There isn't a definitive one. Knap has designed them all to be effective. just pick the ones that suits your preferred style or the tem you have
