Tactics used by Managers

hello, i noticed that on my recent save almost every team is using 4-4-2 or 4-4-1-1. is it normal ? do managers change tactic formations by the trend or its randomly picked ? XDXD

What country are you playing in? In England they tend to use these often. In Italy or Spain it's different in my saves.
