Takeover keeps collapsing?

I'm having a successful Tottenham save and for some reason Daniel Levy wants out.

However, every time the club is placed under a transfer embargo the takeover often collapses.
Is there any particular reason why?

Doing the same with me at Tottenham and I have no idea either

I think its to do with how long the deal takes and what your chairmans stats are for patients i believe, not 100% on this but its the only reason i can think of.
