Does the game take team form into account?

For example Team X and Team Y have exactly the same players and exactly the same tactics (no shouts used during the match). The only difference being Team X is on a 3 game winning streak and Team Y is on a 3 game losing streak. Would Team Y's chances of winning be reduced due to form?
