Team getting less familiar with tactic when I put training on tactics!!

This has happened to me for a season now and I solved it before by simply leaving the training on team cohesion. But I was wandering if anyone could explain this to me or is just a bug.
I also just saved the game and then holidayed a month with the training on tactics and the familiarity increased, but I am now half way through playing that month properly and the familiarity is going down again.

Have you been adding new players to the team? Such as transfers?

That can decrease tactic familitarity.

Not over those 16 days, if you look at the screenshots the squads are exactly the same.
