-my scout says they only accept anything higher than 21mil. Neverthought he would cost this much . Is it a good deal or any other suggestions on which DC I should buy with good aerials, heading, decent marking and tackling for a decent price?

Yeh he never really performs well and 10.5m is a very decent price. He won't get near your first team, let him go.

I'm looking for a DMC, I'm in my second season, Mikel and Momo Sissoko are unavailable. I'm looking for an anchorman and Toulalan looks close to perfect, just annoying that his price tag is so high.

try get miguel veloso, anthony annan or even essien
if you want someone experienced get de rossi, mascherano, cambiasso or angelo palombo

Palombo I'm guessing you mean, he wont cost too much less than Toulalan and I prefer Toulalan.

Annan is a lot cheaper but from what I've heard he's just good for top half teams, not really a world beater. Veloso is more of a creative player. Essien is a no go lol. De Rossi too expensive sadly Mascherano too, Cambiasso too and Palombo refer to the above.
