Not a regen in the traditional sense, but when I loaded Spain and Italy in to my game I came across these two 25 year old ST's (there was a fair few of them as well, all 25):

Well you can try and every season a league which you haven't selected at first add and see if you can get a few good regens... otherwise try scouting africa and south america...

You don't have a youth team maybe? it can be cut back and re-invested in.
