To be fair he didn't really need a phone... His voice is loud enough.

Although massive loop-hole. Although they couldn't really ban him from the stadium.

Banning from the City is just absolutely ridiculous and I think the people that said that were joking (at least I hope they were).

Banning from the stadium doesn't need to be done either, just ban him from communicating with staff or players during the match including half-time.
