The Unsolvable Issue

I am yet to find a solution to this issue. No thread or site can offer a decisive solution. I have only seen this issue occur on windows 7 OS. Any suggestions?

p.s reinstalling and using no addtional graphics works

try making your screen resolution smaller in preferences perhaps?
