To End a Myth.

I'm a little fed up of people suggesting the AI can Learn a tactic. This is Nonsense for 2 reasons:
-It suggests a Computer can learn, which would result in a world dominated by machines.
-Its not in the games programming therefore impossible.

The AI Reacts to a group of Variables for formation, play style and mentality when going into a game against your team.

- Pitch Size
- Home/ Away
- Your Reputation vs Their own
- Their Managers preffered style and tactical attributes
- The Players they have available
- The Players you have available
- Their Scout Reports (Yes, YOU GET SCOUTED)
- Fitness levels
- Training levels

All of these will change the way you are dealt with. The AI doesn't learn a tactic, it acts as a manager would IRL, they also calculate OI using the following variables:

- Their managers prefered marking and pressing style
- Fitness of individuals
- Injury prone-ness of your players (e.g they will target Agger with HARD tackling as he is very prone to injury)
- Current Ability of your Players
- Your Playmaker if you use one


So all of this results in how you are approached by the opposition. AI's only learn in Sci-Fi.......

I refuse to believe it. The government are subtly using Football Manager 2011 to test out the AIs for their future drone models to implement on the battlefield.

All the data on how well these AIs do in reacting to your tactics and learning all about the way you play, are sent off the NATO - AW&DF (NATO - Advanced Weapons & Design Facility), where they are analysed on how well the AI is performing. FM2012 will include the latest revised version of the AI algorithms collected from the past games. New Football Manager games will continue to be released until the people at NATO - AW&DF decide the the AI is sophisticated enough to now be implemented into the drones.

SI will subtly go into liquidation.

The AI can't learn your tactic, on FM anyway. But it is possible that SI could make it so that the AI can learn your tactic and adapt to it. I can't be bothered to try and explain it, but they can adapt to the things you do, it doesn't mean they could take over the world, though.

Something that does happen though is that a tactic that you struggled against, say a 4-5-1, becomes more prevalently used by the opposition.

This is true, it's all in the scout reports thing, Pre- Match Meeting.

most definitely, especially after the first season. This is why so may users suffer from "second season syndrome" where a lot of the things they do go to pot

Ah second season syndrome, I have become immune since a brief bout during FM09....

I do too now, More Players available, More coaches, Fully Fluid in my formation, Epic win.

So the AI does learn....
It learns that the formation you are using struggles against another formation and then uses that formation that your formation struggles with.
Basically how sciences determines how smart animals are.
2 bits of strings/buttons, only 1 gives food. Most animals learn which string/button gives out food and will use it to get food.
 
The AI doesn't learn, it adapts. For example in FIFA if you move a player to another team the AI adapts to this and starts using the (lets use Crouch for example) recorded sound to say "Crouch scores" or "Crouch has the ball" when he plays for the new team instead of Tottenham.

In FM the AI would adapt to how you play and already have certain ways in defeating your mentality or formation and then combine this into a tactic that the computer can use.

Its Programmed to evaluate variables and such like a real manager.
 
If you only use 1 tactic for every games, without even little tweaks, and expect to win then you deserve to get caught out by the AI.
 
The more you play with a tactic, the easier it is for the computer to set a tactic that counters it.

No it isn't learning. It's taking variables and analyzing them. tactical consistency isn't always the the best trait in the game.
 
Thats why its very difficult for any diablo tactics to occur, and plug and play users often struggle

To take a non-FM view on this, point 2 is probably true yes, but 1 and 3 aren't.
A computer is perfectly capable of learning, trust me, I'm doing a Computer Science degree and have an exam in AI on Monday :P

I'm sure that SI could implement this too, although it would probably make the game even harder.
And as has been previously mentioned, and acknowledged by the OP, the opposition can start to use a tactic you're weak against. I'd call that learning, without wishing to get too technical about it.
