To loan or not to loan: First team football vs. quality of coaching/facilities

So, sending out young players on loan is obviously beneficial since they get first-team football, but the trade-off is that a team willing to play your youngsters would have substantially inferior coaching staff and training/youth facilities. So where do you draw the line? Generally speaking, what's more important, first-team football at a lower league, or quality training? Are there certain age brackets where one is clearly better than the other?
 
I always go for facilities up until they turn 19, and then after that it has to be first team football. Ideally you want a balance of the two, but my system has worked for me for several issues of the game.
